Hawaii: Civil Unions bill headed for Governor's signature

The Hawaii State Senate voted 18-5 in favor of the Civil Unions bill and is now headed to the Governor's desk to be signed into law.

From the Star Advertiser: "I have always believed that civil unions respect our diversity, protect people's privacy, and reinforce our core values of equality and aloha," Gov. Abercrombie said in a statement after the vote.

"I appreciate all the time and effort invested by those who shared their thoughts and concerns regarding civil unions in Hawaii. This has been an emotional process for everyone involved, but that process is now ended. Everyone has been heard; all points of view respected.

"For me, this bill represents equal rights for all the people of Hawaii," Abercrombie said.

Hawaii will now become the seventh state to offer civil unions to it's citizens. Five states and Washington, D.C. offer marriage equality to same-sex couples. The civil unions status in Hawaii will afford couples all the rights, benefits, protections and responsibilities as traditional marriage.

Hawaii couples, gay and straight, can enter civil unions beginning in January.

Let's all celebrate the beautiful Aloha state!

Hawaii State House passes Civil Unions bill

By a vote of 31-19 the Hawaii State House approved the Civil Unions bill moving through the state legislature.  The bill provides the same rights and responsibilities of married couples be afforded to non-married couples, including same-sex couples.

The bill now heads back to the State Senate for approval of minor changes and corrections. The bill previously passed in the State Senate on January 28 by a vote of 19-6.

Governor Neil Abercrombie has indicated he has every intention of signing the bill into law.

Once signed, Hawaii will join 13 other states and the District of Columbia in offering important state level recognition of same-sex relationships. Marriage equality does not exist on a federal level due to the Defense of Marriage Act which prohibits same-sex couples enjoyment of civil marriage rights.

Great day in the world.  Egypt moves towards democracy and Hawaii extends some equality to the LGBT community.  Seeing folks move towards equal rights get me down right giddy.

Keep moving forward kids - no fear.

Hawaii: House committee approves Civil Union Bill

From The Star Advertiser: "The state House Judiciary Committee voted last night to approve a civil-unions bill with amendments to ensure that the relationships are recognized in the tax code and are under the jurisdiction of family court."

This version of the civil unions bill will now go to the full House for a vote, possibly by next week. It would then need to go back to the Senate to approve added language that will "clarify that since civil unions will not be recognized under federal law, certain provisions of the Internal Revenue Code that apply to husbands and wives in Hawaii apply with the same force and effect to partners in civil unions. Family Court will also have jurisdiction in matters of annulment, divorce and separation in civil unions, like the court does over marriages."

With what appears to be strong support in both chambers and a new Democratic governor who has stated he will sign the bill, things look optimistic for the bill's passage into law.

"State Board of Education member Kim Coco Iwamoto urged lawmakers to pass civil unions, arguing that granting equal rights would help ease discrimination and harassment of gay, lesbian and bisexual students."

"Rampant anti-gay rhetoric emanating from this debate is subjecting students to a heightened level of harassment," she said.

Supporters urged lawmakers to recognize equal rights for all of Hawaii's citizens.

Hawaii State House to consider Civil Unions bill

From the AP: Hawaii's House Judiciary Committee will consider a civil unions bill during a Tuesday public hearing, the Associated Press reports.

The bill being considered is almost identical to the one passed last year in Hawaii but died on the desk of then Governor Linda Lingle. The new Governor - Neil Abercrombie - has indicated that he would sign civil unions legislation.

Legislation is limited, to some degree at this time, as in 1998 an amendment to the state Constitution was passed limiting marriage to heterosexual couples. The bill currently being considered would give many but not all of the same rights of marriage to same sex couples.

A similar bill was passed by the State Senate of Hawaii last month.
